| 摘 要： | 国家工作人员的概念是随着时代发展呈现动态变化的,要从"从事公务"与"职务身份"两特征同时把握.通过从国家政治体制、经济体制的改革方向论证说明国家工作人员的概念只能是国家机关工作人员这一观点.
