中海油漏油事件折射企业环境信息公开法律制度之殇

企业环境信息公开是现代社会经济发展对企业承担环境责任乃至社会责任的必然要求。但是就我国现阶段企业环境信息公开法律制度的情况来看,这一制度并未发挥其应有的作用,许多法律条文没有被严格执行。企业遇到环境问题时首先想到的不是承担义务或责任,而普遍想到的是如何隐瞒和逃避责任,这是环境法治建设的悲哀之处。这次中海油漏油事件再次为我国企业环境信息公开法律制度的建设提出了更为迫切的要求。
