| 摘 要： | 2004年，《中俄国界东段的补充协议》的签订，使我国收回了半个黑瞎子岛的主权。目前，黑瞎子岛独特的地理位置使得许多国家和地区对开发黑瞎子岛表示出极大的兴趣。因此，采取何种方式开发和怎样开发黑瞎子岛已成为备受各界关注的热点问题。

| Abstract: | The conclusion of a supplementary agreement of the east section of the Sino - Russian frontier in 2004 let our country regain sovereignty of a half of the Black Bear Island. At present, the unique location of the island has made many countries and regions show a great interest in developing it. So, how to develop it has become a hot issue that is deeply concerned by all circles. |
