| 摘 要： | 2009年1月公布的《旅行社条例》第1条等条款明确规定，保护旅游消费者合法权益。旅游消费的巨大增长及旅游消费者面临的问题使得政府必须重视通过多种方式，保护旅游消费者的权益。旅游联合执法机制是旅游消费者权益保护的重要途径，发挥这一机制的作用需要大力加强对旅行社及导游的监管。
