论领导者提高执政能力的境界

领导干部应该善用权力、下属认同、多出人才、做人为先,方能达到提高执政能力的境界。领导者应当以对领导规律的科学把握和领导权力的恰当运用统御部属;以高尚纯正的品格做派、先进的领导理念领导方法艺术、正确的召唤和指令等影响下属,并得到他们的认同,从而赢得广泛的追求者;在本单位本部门开发、培养和吸纳尽可能多的人才,并运用好这些人才,以作为事业的支撑;正确理解和处理做官与做人的关系,奉行“做人为先”的原则,以人格的力量打造自己的领导形象和领导力。

The Leading Cadres' Realm of Improvement of Their Ability to Rule

To reach the realm of improvement of the ability to rule,leading cadres must be good at using the power,being identified by subordinates,cultivating talents and conducting oneself first.Leading cadres should control their subordinates by scientifically grasping the law of leading and properly using the leading power.Besides they should influence their subordinates with noble characters,advanced leading ideas,methods and correct instructions so that they can be identified and win themselves a host of wooers.Moreover,they should cultivate and enroll as many talents as they can in this unit and this department in order to use them as the support of the career.Advocating the principle-"To conduct oneself First" they must understand and handle the relation between being a leader and conducting oneself and create their leading images and the leading power with their human dignity.
