| 摘 要： | 本文试图通过对一些重要理论观点的评述探讨政策分析的基本步骤。这些重要的理论观点包括托马斯.戴伊的三段式分析、卡尔.帕顿和大卫.沙维奇的快速分析、威廉.邓恩的五步骤分析、尤金.鲍尔道奇的八重路径分析。尽管政策分析并没有统一固定的程序与模式,但对于这些过程与步骤的研究,可以为我们提供政策分析的一些指导性原则,并勾勒出政策分析的基本轮廓。

| Abstract: | This paper attempts to study basic steps of policy analysis by reviewing some important theories,which mainly involves Thomas R.Dye’s three-step analysis,Carl V.Patton and David S.Sawicki’s basic analysis,William N.Dunn’s five-step analysis,Eugene Bardach’s eightfold path.Although policy analysis has no unified and fixed procedure and pattern,the study can provide us some guiding principles and draw an outline of policy analysis. |
