人民监督员制度与公平正义

党的十六届五中全会指出，要“推进司法体制和工作机制改革，规范司法行为，加强司法监督，促进司法公正，维护司法权威。”司法体制改革的实质就是制度创新，人民监督员制度是检察机关对自身体制和工作机制改革的自我创新，是检察机关为实现对自侦案件的外部监控所设置的监督机制，完全符合党的十六大关于司法体制改革的基本精神，是实现“强化法律监督，维护公平正义”的又一具体措施，彰显了检察机关追求公平正义的决心和信心。

The System of People's Supervisor and Justice

The Fifth Plenary Session of the 16th Central Committee of the Communist Party of China proposed "To advance the reform on judicial system and working mechanism, standardize judicial acts, strengthen judicial supervision, promote judicial justice, and maintain judicial authority." The essence of the reform on judicial system is the systematical innovation and the system of people's supervisor is a self- innovative measure for procuratorial organizations to reform their own system and the working mechanism. The system of people's supervisor, as a supervisory mechanism established for cases under investigation by prosecutoral organizations, completely conforms to the basic spirit of the 16th Central Committee of the Communist Party of China. This system is a concrete measure taken to realize "strengthen the judicial surveillance and maintain justice", revealing the determination and confidence of the procuratorial organizations in pursuing the goal of justice.
