创新型国家与政府绩效立法

政府绩效评估最早可追溯到第二次世界大战以前,它对于改善政府管理及服务具有重要作用。美国政府颁布的《政府绩效与结果法》标志着政府绩效评估法制化的开端。政府绩效评估法制化成为世界的新趋势。我国当前正在建设创新型国家,应当进行政府绩效立法引导建设创新型国家,并从产业政策、高效政府、激励约束兼容机制、政府预算投入、税收优惠、创新人才、政府采购比例、科技专门管理、赋予社会评估机构法律约束力等方面进行引导,最终实现创新型国家的奋斗目标。

The Innovating Country and Legislation for Government Performance

The evaluation of government performance which can be traced back to the days before the second world war plays an important role in improving the administration and service of government.Government Performance and Results Act(GPRA)is the symbol of legislation for government performance which became the world trend.In order to create the innovating country,we should legislate for government performance and regulate a series of aspects,such as industry policy,efficient government,inspirit-inhibit mechanism,government budget,revenue,person with innovating ability,government stock proportion,management for science and technology,the law sanction of social organization.
