政党执政规律与执政党建设

执政是政党的最高逻辑。政党与执政党大不一样。政党政治是当代世界政治的突出现象。政党执政具有规律可循。苏共的执政得失、工人阶级政党的执政实践和世界政党的兴衰成败，既有自身的特殊性，也有许多共性，比如执政党要赢得民众支持，必须不断提高人们的生活水平，但经济发展与执政地位的巩固不一定成正比；执政党要扩大群众基础，但执政党的党员数量与执政基础不一定成正比；执政党对公共权力的控制无处不在，但执政党与公共权力有一定的边界；公民社会的成熟程度，与执政党的成熟程度成正比。政党执政的规律对中国共产党执政具有重要的启迪意义。

Party's Governing Law and Governing Party's Construction

To govern is the supreme pursuit for a political party.Party politics is the prominent phenomenon of contemporary world politics.There are some governing laws for a political party to pursue.The governing parties in the world have their respective governing laws but also have their commons,such as:the governing party must try to raise the people's living standard continuously in order to win the people's support but economic development is not certainly corresponding with consolidation of the governing position;the governing party must broaden the mass base but the number of party members is not surely direct proportion to its governing base;the governing party is omnipresent in controlling the public power but there is a certain boundary between them;of course,the maturity of a public society does correspond with that of the governing party.These above-mentioned laws provide important enlightenment and inspiration for the CPC to govern.
