| 摘 要： | 在发挥中心城市作用思路影响下,城市经济体制综合改革试点成为20世纪80年代中国探索改革和发展道路的重要内容。这项改革试点,从中等城市酝酿提出,铺展到全国72个大中型城市,其内容以搞活企业为中心环节,包括拓展城市功能、发挥大城市经济中心作用和促进城乡一体化发展等方面,不仅推动了试点城市的经济发展,而且为巩固改革存量、发展改革增量,探索双轨制改革道路,发挥了积极作用。
