| 摘 要： | 我国现行农地产权制度存在着主体缺位、产权残缺、土地经营权不够稳定并且经营零散和公有资源得不到保护等缺陷,这些缺陷导致农户对农地掠夺性经营,也不利于对农业生态环境的统一安排和管理,要解决这些问题,必须改革农地集体所有制,通过股份制以村民小组为范围建立真正意义"集体经济组织"。

| Abstract: | The ongoing rural land system in China has deficits of lack of subjects,inadequate title,unstable and decentralized rights of management on land,and lack of protection for public resources. Such deficits result in predatory management on land and harmful to unified arrangement of rural environment. To solve such problems,the collective ownership of land must be reformed,and the real collective economic organization based on share should be established. |
