| 摘 要： | “有法难依”已成为当前党内法规制度建设最突出的问题，其根本原因在于党内法规制度的贯彻执行机制不健全。必须建立健全四大机制来保障党内法规制度的贯彻执行：创新和衔接机制、教育和普及机制、榜样和激励机制、监督和检查机制。

| Abstract: | ＂Some difficulty of the law enforcement＂ has become the most prominent problem in the construction of the current innerparty laws and regulations. Its basic reason is that the mechanism to carrying out the inner-party laws and regulations is not sound. Be sure to establish and improve the four mechanisms to ensure the implementation of the inner-party laws and regulations： mechanisms of innovating and combination, education and popularization, model and incentive, supervision and inspection. |
