| 摘 要： | 行政立法在行政管理中发挥着重要作用。但我国的行政立法还存在滞后性、立法主体权限不清、立法具有利益倾向性等不足。行政立法的不足直接造成了行政执法主体混乱、执法趋利、执法随意等问题。据此笔者提出了几点改革建议。

| Abstract: | The Administrative legislation acts an important role in the administration.But there still exist some defects in our administrative legislation,such as lagging behind the reality,extent of competence to the legislation subject being not clear and being tendentions.All these defects result in bad influence on the law enforcement,so the author raises some advice to change it. |
