| 摘 要： | 建设服务型政府是党的十七大作出的重大决策，实施电子政务是促进服务型政府建设的重要手段。有效推进基于电子政务的服务型政府建设，必须厘清服务型政府的主要特征，明确电子政务对建设服务型政府的促进作用，认清当前电子政务环境下服务型政府的构建所存在的主要问题，并从转变传统行政观念，加大政府机构改革力度，优化政府业务流程，建设以人为本的政府网站，加强安全管理体系建设，加强公务员教育培训与公共服务理论研究等方面入手，综合推进服务型政府建设。
