大中城市公安指挥预案分级体系构想

公安指挥预案是公安指挥科学化、规范化操作的重要依据,是提高公安指挥能力的重要支撑。当前,进一步完善公安指挥预案需要解决的问题是增强预案的可操作性、规范性、系统性和针对性。为此,公安机关应当建立公安指挥预案的分级体系,各预案必须功能定位明确,相互补充,形成体系,充分发挥其在实战中的作用。
