| 摘 要： | 在我国香港地区,以监警会(原警监会)和警务处投诉警察课为核心的双层架构投诉警察机制,在调查处理、监察复检投诉警察问题、提升警队形象中发挥着重要的作用。投诉警察机制的独立性不仅推动了投诉案件得到公正持平处理,而且保障了投诉警察机制的公信力,还破解了"谁来监督监督者"的难题。
