试论校园安全立法的紧迫性与可行性

我国校园安全立法工作严重滞后、法律体系不健全、立法层次不高、实施机制弱化，校园安全权利和义务不对等。为了规范校园安全管理工作，完善教育法律法规体系，不断深化教育体制改革，保障师生生命财产安全，加强校园安全立法工作已迫在眉睫。改革开放以来我国校园安全结构发生重大变化，制定《校园安全法》已经具备相应的基础。

On the Urgency and Feasibility of Campus Safe Legislation

With an imperfect legal system,a lower level of legislation,a weakened enforcement mechanism and an unequal of safety right and safety duty,the work of campus safe legislation in China is very slow in action.In order to standardize the work of campus security,to perfect the system of educational statutes,to further reform educational system and to ensure teachers' and students' life and property,it is extremely urgent to speed up the work of campus safe legislation.The great change of security structure in China's campuses has founded a base for making the law of campus security.
