| 摘 要： | 国内安全保卫具有两方面的职能 :一是侦察的职能 ,即运用国家赋予的侦察权 ,通过使用侦察的和其他的专门工作手段 ,打击隐蔽敌人 ,惩治犯罪 ;二是保卫的职能 ,即通过防范工作 ,维护国家安全 ,维护社会政治稳定 ,保护公民的合法权益。两者是辨证的统一 ,彼此紧密联系 ,相辅相成。

| Abstract: | The national safeguard has the following functions: 1.Investigation, i.e., applying the authorized investigation power to strike hidden enemy and punish the criminals with some professional methods; 2. Protection, i.e., maintaining national safety and social , political stability and protecting the legal rights an interests of citizens by precaution affairs. The two are dialectic and closely related to each other. |
