| 摘 要： | 公共政策在执行过程中,政策问题、政策本身、人的因素及政策以外因素都会对政策的执行造成影响,导致政策执行出现偏差。为此,必须对复杂政策问题进行分解,分步实施;科学合理制定公共政策;加强对公共政策执行的监管;提高政策执行水平等。

| Abstract: | In the course of implementing policy, policy issues, as for the policy it- self, human factors and policy outer factors , some controversial problems arise in the implementation of the policy, due to the policy implementation deviation. Therefore, public servants must analyze complex policy problems, implement step-by-step; formulate scientific and reasonable public policy; strengthen the supervision on the implementation of public policies; improve policy implementation levels and other measures. |
