| 摘 要： | 信访功能是信访制度的职能范围所在,其主要表现为政治参与功能,监督功能和权利救济功能等三个方面。我国信访功能的定位有其深厚的理论基础,主要表现在马克思主义中国化理论、党和群众路线理论、人民主权理论。

| Abstract: | The petition function is in the function range of the petition system,mainly with functions of political participation, monitoring and relief of rights. The positioning of the petition function has its profound theoretical basis,mainly in the theory of Marxism in China,the theory of the Party and the mass line and the theory of popular sovereignty. |
