公安机关信息披露制度初探

在系列犯罪防控上，合理的案件信息披露制度应能够及时、完整地反映影响公民预期的因素，有着提高侦破效率、减少犯罪危害和强化社会监督的重要法律价值。中国内地警方一般以破案率为参照物，认为披露信息会影响破案，这种思路导致虽有案件信息披露，但并没有制度化、法律化。因此，在本次刑事诉讼法修改中，很有必要以公民的生命、财产安全为最大目标，逐步建立起公安机关信息披露制度，以促使更好的犯罪预防格局形成。

On the Public Security Information Disclosure System

On the control of series crimes, reasonable case information disclosure could reflect the facts influencing people both predicted and wholly, so it is helpful to raise the investigation rate, decrease the crime threat and strengthen the important law value of society supervision. Chinese police often take the breaking case rate as the reflection. They believe disclosure information would affect breaking case. So this thought results the final present condition that although our country has the ability on information disclosure, it is still not systemized and legitimate. In this revision of criminal procedure law, it is very necessary to set up the public security information disclosure system step by step, taking the people's life and property as the final purpose. Attributing to all above efforts, the better crime pre-control situation could form.
