和谐社会构建:障碍因素分析及对策

当前,我国构建社会主义和谐社会,面临着观念、体制、社会、环境和就业等方面的障碍因素。破除这些障碍因素,一是要加快社会经济管理体制改革,为社会主义和谐社会的建立提供制度保障;二是要健全社会利益协调机制,保障弱势群体的利益;三是要合理规划产业发展结构和教育结构,提高劳动者文化素质,促进就业;四是要建立全民资源节约型社会,加大生态环境的综合治理力度;五是要改革政府职能,建设法治社会,创造良好的政治环境。

Construction of Harmonious Society: Analysis on Barriers and Countermeasures

At present,while trying to construct a socialist harmonious society,we are facing certain barriers in terms of concept,mechanism,society,environment and employment,etc.To remove these barriers,we need to take the following countermeasures.We are to speed up the economic system reform,so as to provide systematic guarantee for the construction of a harmonious society;to improve the benefit coordinating mechanism,so as to secure the benefit of the vulnerable groups;to reasonably design the industrial development structure and educational structure,so as to improve the laborers' cultural quality and increase the employment rate;to build a Resource-Efficient and Environment-Friendly society and enhance the ecological environment rehabilitation;and to carry out reforms on governmental functions,build a rule of law society and create better political environment.
