检察机关案件管理机制改革之构想

检察实践中,由于案件管理工作薄弱,不能有效地发现和解决执法活动中存在的执法行为不规范、执法随意性大、办案质量不高等问题。必须通过规范案件管理,强化案件监督,提高执法水平和办案质量,保障检察机关法律监督职能的充分正确履行。

Frame of the Reform in Case Management of the Procuratorial Organ

In procuratorial practice,problems in process of the law enforcement such as irregular procuratorial conduct,random law enforcement and lower quality of work could not be discovered and solved efficiently because of the weakness of case man- agement,which shall be regulated to enhance the supervision to the eases,improve the level of law enforcement and the quality of work,and guarantee the sufficient and legitimate implementation of the procuratorial responsibility of legal supervision.
