构建防范民警违法违纪预警机制的对策与思考

构建有公安特色的“惩防体系”,根本目的就是要把监督的关口前移,在预防上下功夫。对此,各级领导干部和思想骨干队伍,必须在“及时发现,弄清事实,正确解决”三个阶段上下功夫。同时,由于构建防范公安民警违法违纪预警机制是一项复杂的、动态的系统工程,因此,必须动员各部门、各警种及相关单位的协调配合和共同努力,不断增强预警监督的有效性。

Elementary Countermeasures and Thinking on How to Construct the Early-warning System of Preventing the Policeman from Breaking the Laws and Disciplines

The essential objection of constructing the system of preventing and disciplining corruption with public security characteristics is to move the pass forward and pay more attention to prevention.Therefore,the leaders and ideological workers at all levels must make great efforts in detecting in time,making facts clear and solving problems correctly.In the meanwhile,to construct the system of preventing the policeman from breaking the laws and disciplines is a dynamic and complicated systemic project,we must mobilize all departments,all policeman with different duty and relative unites cooperate and make great efforts together,so as to improve the validity of early-warning supervision.
