| 摘 要： | 西部民族地区县级党组织执政能力是党的整体执政能力的重要部分,必须认真分析当前西部民族地区县级党组织执政能力存在的问题及成因,落实党的十六届四中全会精神,加强西部民族地区县级党组织执政能力建设,提高其执政能力。
