我国农村社会养老保险制度研究

养老问题在当今和今后相当长的一段时间里，都是一个全球性的社会问题。养老问题能否解决，直接关系到人类可持续发展目标能否实现。我国现行的农村社会养老保险制度在运行过程中，出现了诸如法制建设滞后、保障水平低、基金流失严重等一系列问题，已不能满足广大农村居民日益增长的养老保险需求，应该从合理构建农村养老保险法律体系、改革农村养老保险运行机制两个方面进行改革，加以完善，以适应我国社会保障体制建设和社会主义新农村建设的需求。
