我国教育产品的公共性问题

摘    要:经济学理论对教育产品的公共性存在着分歧。从平等的角度分析,教育无疑具备公共产品的性质。将教育分为初等、中等和高等教育,越是低级别的教育越具有更强的公共性。我国教育产品的公共性不足表现为公共教育经费的投入不足和教育产品公共性的倒置。加强我国教育产品的公共性,必须提高公共教育经费的投入,拒绝市场化原则渗透到义务教育领域,提高义务教育的行政管理级别。

Abstract:There is no identical opinion that the education is the public goods or not in economic theory, but from the point of view of equality, education is public goods without fail. Dividing the education into the elementary, the middling and the high levels, the lower it is, the public is stronger. The disfigurements of our public education exist in the shortage of the public education expenditures and the public education inversion. In order to strengthen the public education, it is necessary to expand the public education expenditures and refuse the market principle in the domain of compulsory education.
