| 摘 要： | 西部地区公安勤务活动的情况低于全国的总体水平,究其原因有民警素质问题,物质装备问题,规章制度问题和群众基础问题.而当前突出的问题是"三类"案件有所抬头,基础工作不落实,各种勤务活动偏离法律现象严重.

| Abstract: | The situation of policeman's duty in west is inferior to the average level in the country. It results from the quality of policeman, equipment, rules and regulations and the support form the masses. However the biggest problems are the rising of three kinds of cases, the incapability to carry out basic work, the severe departure to the law. |
