| 摘 要： | 责任政府是对公民承担明确责任、切实履行其职能的 ,高效、廉洁、诚信的政府 ,与政治文明存在着密切联系 ,它是民主政治发展的基本诉求 ,是权力制约的必然产物 ,是法治的题中应有之义。要推进社会主义政治文明 ,必须建设责任政府。

| Abstract: | The responsible government is the efficient,uncorrupted,honest and faithful one that bears the definite responsibility to citizens and does its jobs conscientiously,being closely related with political civilization,it is the basic demand of democracy,the inevitable outcome of the authority restriction and the meaning including in the rule of law;The responsible government must be constructed in order to strengthen socialist political civilization. |
