| 摘 要： | 我国环境保护立法和执法中始终受到"过分依赖政府主导"的错误思想指导,整个环境法律体系均突出表现出典型的"管理型法制"特点.这一现象如不能及时纠正,将对我国环境保护事业"法治"轨道的健康发展产生直接影响.
