| Abstract: | Flood distribution is an act of governmental acquisition for public use, which aims at the rescue. This acquisition for public use is an important method of realizing the act of rescue. The government should make a compensation for the aggrieved party and the sum of the compensation should be that of the actual damage caused by property delivery or flood distribution. |
