| Abstract: | Strategic preparations and implementation of sea warfare are an overall series of military preparatory and implementing actions for sea war, including naval strategic reconnaissance, judgement and policy making, measures, coordination, commanding, operation and so on. This following paper provides a detailed account of the characteristics, contents and requirements of the series of matters in the strategic preparations and implementation. |
