可持续发展视野下宏观调控法的变革

国际、国内经济形势之所以出现严重的危机，除经济运行的周期性原因外，更重要的是因为人类社会偏离了可持续发展的轨道。经济发展必须由传统模式向可持续发展模式转变。转变发展模式必须借助宏观调控法的功能和调控机制。为适应可持续发展的需要，必须对宏观调控法进行宏观、微观两个层面的变革。宏观层面以可持续发展战略为指导，由社会本位向生态本位转变；微观层面，对宏观调控法的部门法进行变革，适应可持续发展的需要。
