| 摘 要： | 军人权益保护问题是军队建设中的一个重要问题。制定军人权益保护法，是新时期稳定军队、巩固国防，推进国防和军队现代化建设的必然要求；是健全国家法制、完善军事法律制度的客观需要；是适应社会主义市场经济发展和构建社会主义和谐社会的需要。应加快军人权利保护立法的步伐，尽快制定《军人权益保护法》。
