公有制：中国共产党执政的经济基础

研究中国共产党的执政能力,绝不能离开执政基础特别是执政的经济基础 研究。中共十五大提出并由十六大进一步深化的社会主义基本经济制度,特别是其中提到 的公有制主体地位与国有经济主导作用,是中国共产党执政的主要基础。当前,不仅否定 公有制特别是国有经济地位之风盛吹,问题的严重性还在于政策与现实、理论与实践间的 巨大反差。国有企业的现实困境,根源在改革的严重滞后,在于政府机构或政治体制改革 的滞后。只要深化改革,强化国有企业自身,就能完成公有制与市场经济相结合的伟大探 索,巩固党的执政基础。

Public-Ownership: the Economic Foundation for the CCP's Governance

The study on the capacity of the CCP's governance has an absolute link with the study on the foundation for governance, especially its economic foundation. The main foundation for the CCP's governance is the socialist basic economic system, which was put forward at the CCP's 15th Congress and was further deepened at the CCP's 16th Congress. And it was especially emphasized that the public-ownership is the main body and the state-owned economy plays a dominant role. However, the negation of the public-ownership is, to some extent, rife now. What's the worse, there exists an obvious contrast between policies and the reality and between theories and their applications. The awkward predicament of state-owned businesses and enterprises lies in the time-lapse of reforms, and the delays of reforms of governmental institutions and the political system. Provided that reforms are deepened and that state-owned businesses and enterprises are strengthened, the great exploration of the combination of the public ownership and the market-based economy can be fulfilled.
