巡捕与警察——论我国近代警察产生的萌芽

警察，是指依据国家法律，以强制手段维护公共秩序、社会安全的行政武装力量，也指构成这种力量的人员。最早出现中国领域内的警察人员是上海租界里的巡捕，这是中国近代警察产生的萌芽，虽然它不归属于中国主权，但其作为国人认识和了解西方警察制度的窗口，对国人认识西方警察起到了促进作用。维新人士黄连宪是我国近代首次使用“警察”词语的人。

Xunbu and the Police
