人大代表人员构成刍议

人民代表大会制度设计的初衷是各阶层能够充分表达自己的利益诉求，人大代表中官员成分过高不仅和该初衷不符，也存在违反宪法、削弱人大监督职能、影响公共利益诉求等一系列不合理之处。对于仅仅限制“官民代表”的比例来说，竞争机制的引入才是更彻底更合理的解决途径。

It is not only inconsistent with the original, but also a violation of the constitution. It weakens the NPC oversight, the public interest demands, such as a series of non-reasonable. Compared with the only restrictions of the ratio ＂the presents of government and the people＂, the introduction of competition is a more thorough way to a more reasonable solution.
