| 摘 要： | 社区警务是当前及今后相当长历史时期内我国警务建设及警学研究的重点。实施社区警务是增进警民联系、构建和谐社会的重要战略决策，实施社区警务的终极目的就是控制犯罪。正确处理好社区警务与犯罪控制之间的关系，是促进社区警务在维护社会稳定与和谐中发挥作用的重要保障。
