胜利油田社区发展瓶颈与对策

胜利油田社区系统成立17年来,历经专业化改革、移交办社会等多个发展阶段,逐步形成了有别于市场条件下社区运作模式、具有油田特色的管理体制机制。但面对深化改革的形势,以及市场化运作、企业化管理、社会化服务、专业化发展的要求,油田社区系统需要深入思考自身的可持续发展问题。深入分析影响和制约油田社区发展的主要矛盾,提出社区创新发展的对策,特别是结合资源优化的要求,从社区内部资源、油田整体社区资源和油地共建服务资源等方面进行思考,提出突破社区瓶颈思路及具体措施。

The Exploration of Shengli Oilfield Community Development Bottlenecks and Countermeasures

The community system of Shengli oilfield was established in 1 7 years ago,through the multiple stages including specialized reform、transfer performing social development and so on .It gradually formed a mechanism which is distinct from the community operation mode under market condition and which have oil field characteristic management system.However, the oil field community system have to deeply think about the problem of sustainable development,which need to face the deep-ening reform of policy situation and the requirements of“market operation、business management,socialization service,profes-sional development ”.Combined with practical proj ect,this paper analysis the main contradiction of impacting and restricting community development,and proposed countermeasures of realizing the community innovation development.Especially com-bined with the demand of resources optimization,it was thinking from internal resources of community,using the whole com-munity resource and oilfield established service resource etc aspects and then proposed the development concrete thinking and measures.
