草根NGO登记制度改革探析

随着经济和社会领域权力的逐渐生长,草根NGO应运而生并蓬勃发展,草根NGO对社会的影响力日益提升,但相当一部分因未登记注册而成为＂不合法组织＂,这些组织反映社会需要却不符合法律要求。法律上合法地位的缺失,使众多草根NGO受身份资格的制约,普遍存在生存困境,发展倍加艰难。因此,降低登记门槛,变＂许可登记＂为＂自愿登记＂和＂分类登记＂是草根NGO登记管理制度改革的可行途径。

NGOs Registration System Reform

As the gradual growth and flourish of economic and social rights,the grassroots non-governmental organizations came into being and flourish.and the impact to the society rising,but partly because not to sign the register and become anillegal organization,the organization reflect the needs of the society but it was not in accordance with law.Because the illegal status of the numerous non-governmental organizations it’s development is doubly hard.Therefore,reducing the registration threshold,change enrollmentfor the voluntary registrationandcategory registration is a grassroots non-governmental organizations registered feasible way of management system reform.
