摘    要:构建一个科学的经营管理体制及现代人力资源管理体制,是建设现代国有企业制度的核心和基础。传统的国有企业人事管理在“价值创造”、“价值评价”、“价值分配”三个环节存在矛盾与问题。需要我们探讨构建国有企业人力资源管理新体制的思路与办法。

Abstract:To construct a scientific system of operation and management system of human resources is the key and basis in building a modem state - owned enterprise system. Conflicts and problems commonly exists in components of value creation, value evaluation and value aUoeation in traditional state -owned enterprise human management system. It is necessary to explore new outlet and approach for the human resource management system of state - owned enterprise.
