| 摘 要： | 党代会常任制是相对于非常任制而言的,强调的是党代会经常性地发挥作用。党代表任期制是相对于非任期制而言的,强调的是党代会代表作用的经常性发挥。两者都经历了一个发展的过程,是既有区别又紧密联系在一起的制度形式,都是促进党内民主的重要制度选择。党代会常任制涵盖党代表任期制是两者发展的自然结果,党代会常任制的实践推进离不开党代表任期制。
