| 摘 要： | 反腐败的重点应该放在制约权力的滥用上。要有效地加强对公共权力的控制,必须从三个方面入手:一是加强对权力的制约;二是加强对权力的监督;三是加强对权力掌握者的思想政治教育和职业道德教育。
