集中设置行政许可管理机构的构想与职能界定

摘    要:行政审批制度改革涉及面广、协调难度大,任务艰巨。近年来的各地审改工作实践表明,改革到位绝非一日之功,需常抓不懈。但目前承担审改管理工作的部门呈现出临时性、分散化、协调难等特点,不能保障审批制度改革长效机制的确立。为此,应在借鉴发达国家经验基础上,根据党的十七届二中全会提出的进一步优化政府组织结构、规范机构设置的要求,集中设置行政许可管理机构并对其组织定位和职能设置进行科学界定。

Abstract:The reform of the system of administrative examination and approval covers a wide range,difficult coordination and arduous tasks.In recent years,the practice of reform in different places has demonstrated that successful reform can not be achieved in a day and needs unremitting efforts.However,the present departments that carry on the management of examination and approval reform show the features of being provisional,decentralized and hard to coordinate,which can not ensure the establishment of permanent mechanism of examination and approval reform.Therefore,based on the references drawn from the experience of developed countries,this paper presents a tentative plan of centralized establishment of management organizations of administrative permission and improvement of its structures and functions,according to the spirit of optimizing structures of governmental organization and standardizing the organization set-up proposed on the second Plenary Session of the 17th CPC Central Committee.
