摘    要:激励———保健理论认为只有激励因素才能够给公众带来满意感,而保健因素只能消除公众的不满,不会带来满意感。在激励———保健理论的指引下,公务员应树立“以顾客为中心”等观念,向公众传递高价值的服务,从而赢得公众的满意。

Abstract:The motivation-hygiene theory believes that only motivators could bring the satisfaction to public, while hygiene factors could eliminate dissatisfaction rather than bring the satisfaction to public. Under the direction of the motivation-hygiene theory, civil servants should establish the concept of public -center, transmit the high-quality service to the public, thus gain the public satisfaction.
