2007年是东盟成立40周年，在这不惑之年，东盟一面总结成立以来的成就、经验和教训，一面出台更为宏伟的计划，对内提速一体化，强化东盟意识，合作步入制度化阶段，对外不断扩大与盟外国家或地区的合作，以构建稳定、繁荣、和谐的东盟共同体。

Quickening the Step of Integration , Establishing A Society of Care and Share

2007 is the anniversary of ASEAN＇s 40-year-old. In this very year, in one aspect ASEAN concluded its achievement, experience and lesson since its establishment, and in another they came on a more grandiose program： domestically, quickening its integration, strengthening their ASEAN consciousness and stepping into its cooperative system; externally, extending its cooperation with countries and regions out of ASEAN continuously to set up a steady, prosperous and harmonious ASEAN community.
