| 摘 要： | 开展省际间政府立法协作、制定适用于某一区域的行政立法是一个值得提倡的发展趋势,但尚有不少法律问题需要解决。应通过修改立法法和其它相关法律,使区域行政立法合法化,并明确立法的主体、可协作的权限和范围,解决法律渊源和位阶问题,理顺立法审查监督机制等。

| Abstract: | It is a encouraged trend that administrative laws cooperates to each other in a region and that the same governmental regulation is applied among several provinces .But a few problem in law needed to be resolved still.It is necessary to modify the lawmaking law and other related laws,to legalize regional administrative lawmaking ,to regulate legislative body ,legal power and scope , the law origin and rank , reviewing mechanism etc. |
