| Abstract: | It's necessary to further carry the policy of opening to the outside world, to accelerate the building of "Greater Dalian", to further open the new urban area, to strive to have Dalian become free trade area, to further open Lushunkou District and Changhai County; to keep high growth speed of foreign trade, to expand the area of using foreign investment, to further open the service trade field focusing on finance, exhibition and logistics, and to implement the strategy of "going out". |
