| 摘 要： | 绿色的交通管理不仅在于控制每辆在用机动车的排气污染，还应通过宏观管理的方法和措施以及对车辆在道路上行驶的管理，合理、科学地组织交通，予绿色交通工具优先使用权，使机动车对交通环境的污染降低到最低水平。
