国家能动性与公共卫生治理规范的本土化——以泰国参与东南亚公共卫生治理为例

公共卫生治理规范在东南亚的本土化充分体现了国际规范的核心特征和地区特色,有效推动了东南亚地区公共卫生治理能力的提升。同时,这也说明地区内国家能动性是影响规范本土化的重要变量,公共卫生治理是国家能动性与规范本土化双向建构的结果。以泰国为案例,一方面,泰国在促使本地区接受国际规范核心特征的同时,充分考虑到地区敏感性和特色,为公共卫生规范在东南亚的本土化找到了一条有效的实施路径,提供了思想基础、智力支持和遵约保障;另一方面,泰国也在推动规范本土化的过程中获得了规范性权力和地区领导力,在地区内创造了一种独特的权力形态。泰国参与东南亚地区公共卫生治理的实践具有一定的代表性,反映了中小国家治理经验对于地区的重要性,也为优化东南亚公共卫生治理提供了探索路径。

Mutual Construction of Norm Localization and State Agency: A Case Study of Thailand s Participation in Public Health Governance in Southeast Asia

Public health governance norms' localization in southeast Asia has integrated the core features of international norms and regional characteristics,which effectively improve regional governance capacity.However,state agency,which is an important variable of norm localization,has received little attention in existing research.Therefore,this paper proposes a mutual construction model of norm localization and state agency.Based on the case of Thailand,the paper illustrates the combination of the global drive toward meeting IHR core capacities and the critical regional-led efforts to tailor such processes to regional priorities and sensitivities explains why public health norms are effectively localized in southeast Asia.On the other hand,Thailand also gained normative power and regional leadership in this process,creating a unique power dynamics in Southeast Asia.A theoretical and realistic study on Thailand s regional health governance helps us pay more attention to small countries' governance experience and optimize public health governance in Southeast Asia.
